The 13 strips should be just set aside, then get another 14 strips out, and sew two sets of 7 each together. You will then cut those across, making strips that look like squares, then you will sew the strips together in pairs, end to end making longer strips, then those will be sewn into the spaces in the original 13 strips that you set aside in the first step. Get your backing 42" by 54 or 60. Then spray baste batting, then start sewing strips at the top, one face up. Then sew one face together and sew on as you go down the quilt. Make sure to smoooth the backing and batting as you go along to avoid wrinklles.
